Within the circular economy ambitions of the European Commission, a new Regulation for Fertilising Products came into force on 16th July 2022. The scope of this Fertilising product regulation (FPR) has been extended to include organic fertilisers, soil improvers and growing media and biostimulants for plants. It is intended to open the internal EU market to organic and Recycling-Derived Fertilising products (RDF products).

The general objective of the FPR is to incentivise the large-scale production of fertilising products from domestic organic materials or secondary raw materials in the EU.

The ESNI Community, part of the Biorefine Cluster Europe, aims to encourage the uptake of recycling-derived fertiliser products in the European market. That is why the ESNI Working Group on Policy, chaired by the ReNu2Cycle project (co-financed by Interreg North-West Europe), submitted a paper with feedback on the evaluation of the FPR on 19 September 2025, supported by 4 research projects.

  • Improved functioning of the internal market and a level playing field
  • Reducing the administrative burden resulting from diverging national rules and incomplete application of the mutual recognition of fertilising products.
  • Improving the safety of fertilising products
